TheTC has created a central location for all registry settings needed for applications to attain equal visibility on Windows XP and Vista systems.

The principal TC offices are located in Bellevue, Washington, in the Bank of America Building at Bellevue Place. The address is:

The TC also maintains permanent offices on the Microsoft Campus in Redmond, Washington and has a satellite office in Palo Alto, California.

The TC was formed as a part of the settlement reached in the Microsoft anti-trust case between the Plaintiffs - the United States and the States of New York, Ohio, Illinois, Kentucky, Louisiana, Maryland, Michigan, North Carolina and Wisconsin - and the defendant, the Microsoft Corporation.
The original Final Judgment in the case, entered by United States District Judge Colleen Kollar-Kotelly of the District of Columbia in November 2002, mandates the creation of a three person Technical Committee to assist in both monitoring compliance with and enforcing the terms of the settlement. That Judgment has since been modified and an up to date version can be found here.

The Final Judgment establishes the procedure for choosing the three TC members. The Plaintiffs choose one member, Microsoft chooses another, and those two members choose the third. Per the terms of the judgment, all three members have to qualify as "experts in software design and programming", and all have to be free of conflicts of interest that would prevent them from exercising their responsibilities under the judgment.
In November 2002, the Plaintiffs chose Dr. Harry Saal as their appointee to The TC, and Microsoft chose Franklin Fite, Jr. Those two then chose Skip Stritter as the third TC member in January 2003.
